All cemetery lots in the city may have either upright or flat headstones with footstones at ground level, centered over the foot of the grave space. The maximum length of the headstone and/or base or footstone shall be no more than 48 inches per grave space. All headstones, whether upright or flat, shall face east. The Cemetery Caretaker must be contacted prior to placing or setting a headstone or footstone.
In placing any headstones or footstones in the Winner Cemetery, the same shall be done so as not to change the contour of the land.
