§ 54.04 PREPARATION OF GARBAGE AND REFUSE FOR COLLECTION.
   (A)   All garbage shall be bagged before placing same in garbage containers; and
   (B)   Ashes must be placed in metal containers having a capacity not to exceed ten gallons and shall have covers.
