(A) A Hearing Board shall be appointed as needed for arbitration of differences between the Superintendent and sewer users on matters concerning interpretation and execution of the provisions of this chapter by the Superintendent. The cost of the arbitration will be divided equally between the municipality and the sewer user.
(B) Members of the Board shall include:
(1) A registered professional engineer;
(2) A practicing sanitary engineer;
(3) A representative of industry or manufacturing enterprise;
(4) A lawyer; and
(5) One member shall be selected at large for his or her interest in accomplishing the objectives of this chapter.
