It shall be the duty of the Administrator-Clerk-Treasurer to receive all moneys from the persons against whom the bills are made and to give each payer the bill thereof torn from the corresponding stub and shall receipt the same by his or her proper signature and shall sign his or her name to the corresponding stub, which shall be retained by him or her until settlement with the Council.
