(A) All meters will be read monthly, and every individual dwelling or premises taking water will be sent a bill by the first day of every month. The utility bill is due by the tenth of every month.
(B) The Administrator-Clerk-Treasurer shall from the report of the meter readings on the last day of each quarter or month as hereinbefore provided and make out bills against each person liable for water, which bills shall show the amount due and payable from such person. The bills shall be made in duplicate in the form of books or tablets with stubs attached, which stubs shall contain a description of the bill attached and to which it corresponds in number, date, person, amount due, what for and when payable and such other memoranda as may be necessary to identify the bill with the stub.
