No person shall willfully, negligently or carelessly break, injure, mar, deface, interfere with or disturb any building, main, service pipe, hydrant, valve or curb box or other apparatus or fixtures of the water works of the city. Any person convicted of violating any of the provisions of this section of this chapter shall be punished as determined by § 10.99 and shall also be liable in a civil action on behalf of the city for all damages caused by such violation.
