If any person using water from the water works shall violate any of the conditions of this chapter or any ordinance or regulation hereafter enacted or adopted by the city in respect to the use of the water, the water shall be cut off from the building or place of the violation, and the same shall not be let on again except by order of the Council and upon the payment of the expense of shutting the same off and turning it on again which shall be set by resolution of the City Council.
