Persons taking water shall permit any authorized agent or any member of the Council to enter his or her premises at all reasonable hours to examine the pipes and water fixtures and the manner in which the same are placed, connected and used and shall answer all proper questions put to him or her relative to the same. The city may disconnect the water if a person refuses to permit an examination.
