(A) Plumbers.
(1) Any plumber wishing to do business in connection with the city water works shall file in the office of the Administrator-Clerk-Treasurer a copy of their Minnesota license and proof of insurance, giving the name of the firm and of each member thereof, the place of business in connection with the water works, stating his or her willingness and consent to be governed in all respects by the rules and regulations of the water works and every plumber shall be subject and conform to all and singular rates, regulations and penalties herein contained or which may hereafter be adopted.
(2) Within 24 hours after completing any attachments or connections, the plumber shall notify the city of the location and length of the service pipe and the location and kind of meter, according to the rules and regulations, as the water will not be turned on to any premises until complete returns are so made.
(B) Rules for plumbing.
(1) All service connections to water mains must be made as follows: first, a corporation cock must be inserted into the mains; from the corporation cock to the water meter not less than 3/4-inch type
L copper or 160 psi polypropylene pipe must be used. Curb stop must be installed in every service pipe. All repairs to present service pipes from water main to water meter must be made with type L copper or 160 psi polypropylene pipes as above stated; no iron or lead pipe shall be used.
(2) Each service pipe shall have a stop or service cock placed just inside the curb line, or outer edge of the sidewalk, and the protected box shall be of the pattern approved by the Water Supervisor.
(3) Where one service pipe is intended to supply two or more customers, there shall be a separate service cock and meter for each. All service pipe must be laid at least six feet deep.
(4) A 4-inch main shall receive no larger than a 5/8 tap; a 6-inch main no larger than a 3/4 tap; no tap larger than 1 inch shall be inserted in any main larger than above; when larger connections are desired two or more small taps shall be used. All taps in mains shall be at least 18 inches apart and on opposite sides of the pipe. No main shall be tapped nearer than 6 inches to the joint.
(5) There shall be a valve attached to every supply pipe, at the point where it enters the building.
(6) In putting down or repairing service pipes, the streets or alleys must be opened in the manner which will occasion the least inconvenience to the public and admit of the interrupted passage of water along the gutter of the street. The work will be subject to the city ordinances, and every precaution must be taken to insure the public safety. All openings on streets must be protected at night.
(7) The street and pavement immediately upon the completion of the work must be restored to as good condition as it was previous to making the excavation. Should any excavation in any street or alley be left open or unfinished for an unreasonable period of time, determined by the city, the City Council shall have the right to finish to correct the work, and the expense thus incurred shall be charged to the homeowner.
