§ 51.08 SERVICE PIPE AND FIXTURES.
   (A)   Along streets where mains are laid, service pipes will not be allowed to run across lots to another but must be taken from the mains in front of the premises or some point in the street adjacent to the same. Provided, that one service pipe may be used to supply all the parties taking water within 30 feet on either side of such service pipe, in which case such branch service must have a service cock.
   (B)   All service pipes connected with the mains shall have a service stop-cock placed at or near the curb, or outer edge of sidewalk, where possible, this service stop-cock and its protecting box and cover must be of the pattern on exhibition in the water office, which is made the city standard. The manner of making connections, kind of pipe and the like must be as set forth in the rules for plumbing.
   (C)   Every individual user must have a service stop-cock at the head of his or her source of supply, which stop-cock must be located as directed by the City Council and must be accessible at all times and never placed within a building.
   (D)   Where there is a faulty, leaking or damaged service pipe or any fixtures connected therewith at an apartment complex or rental housing, the property owner of the housing shall have 20 days to correct the problem or make progress in correcting that problem to the satisfaction of the Water Superintendent. If the problem has not been corrected or satisfactory progress towards correction of the problem has not been made to the satisfaction of the Water Superintendent, the property owner will be fined an amount approximately equaling the amount of water lost each day; the fine to be determined by the Water Superintendent.
   (E)   No person shall be allowed to put in drinking fountains, hydrants, sprinklers or private fire plugs without a stop-cock.
