§ 51.04 SPRINKLING HOSE.
   Hoses for sprinkling yards, gardens and streets or washing windows or sidewalks shall be prohibited between the hours of 10:00 a.m. and 6:00 p.m. if the temperature exceeds 80° or used only between such hours as the City Council may from time to time direct and it must be confined to the fair application for those purposes, without excessive or unreasonable use, and to the premises of the party. During fire alarm and until fire is extinguished, sprinkling for any other purpose than for fire extinguishment is expressly forbidden. The use of hoses for sprinkling yards, gardens or walks may be suspended when public necessity requires it.
