(A) There must be placed and maintained in good order by each taker or user of water, at his or her proper expense and charge, in a service pipe for water now in use or that may hereafter be put in service, a proper meter approved as to kind by the Council for the accurate measurement of all water that may pass through the same before consumption thereof. All meters must be placed in such position and placed in the service pipe that the same are easy to access by the individual authorized to read and consult the same; the point of placement shall be approved by the City Council or such agents as the Council may appoint for that purpose and shall at all times be under control and supervision of the City Council.
(B) No flat rate for water shall be made to any person except as herein otherwise stated as to existing pipes in present use.
(C) The city will at all times keep on hand a supply of meters, approved by the Council, for sale to consumers, at a price not to exceed the actual cost thereof to the city, and they may be sold to consumers upon such terms of payment (other than cash on delivery) as the Council may from time to time direct.
(D) In case the meter of the separate user or users is found out of order or not working properly, the city shall notify the owner of the premises, or his or her agent, in writing, that the meter is not working properly and that under this chapter the city will repair or replace the meter. This notice shall be made in duplicate, a copy of which will be served upon the owner and the original filed with the City Administrator-Clerk-Treasurer.
(E) In a new construction and repairs no outside water pits will be allowed, and meters must be placed inside property and protected from all conditions which will hinder their use and readability at all times.
