The Council shall have power and it is its duty to maintain and control all necessary buildings, machinery, apparatus, reservoirs and material to run and operate the water works system within and owed by the city and to furnish water therefrom to the citizens of the city upon their complying with the terms and conditions of this chapter and all ordinances hereafter enacted or adopted by the city.
