(A) Because of the variation, both as to amount and type of waste from commercial or industrial establishments, the rate for such collection shall be negotiated on an individual basis by the contractor and the establishment.
(B) Collection from any commercial or industrial establishment shall not be compulsory and any such establishment may at its election haul its waste to the site and pay the land fill rates as established.
