(A) Except as herein provided, no refuse shall be deposited or otherwise disposed of within the city, except at a sanitary land fill operated under a current, valid license issued by the Faribault County Board.
(B) Exceptions:
(1) Municipal wastes may be disposed of on land when used as agricultural fertilizer, provided that it does not pollute water or air contrary to state pollution control regulations and is disposed of in a nuisance free and aesthetic manner.
(2) Leaves and other plant residue may be disposed of by burial or plowing under.
