§ 31.38 CREATION OF ZONING PLAN.
   (A)   The Commission shall proceed with the preparation and adoption of a program, outlining its activities.
   (B)   It shall be the duty of the Commission to prepare and adopt a Comprehensive Plan for the development of the city.
   (C)   Before adopting any city plan, the Commission shall hold at least one public hearing thereon, notice of the time and place of which shall be given by publication in the official newspaper at least ten days before the hearing. The Commission may from time to time amend such city plan.
   (D)   Upon the adoption of the city plan, it shall be the duty of the Commission to recommend to the City Council reasonable and practical means for putting into effect such plan.
   (E)   The Commission upon its own motion may prepare a proposed zoning plan for the city. Before recommending such plan to the City Council, the Commission shall hold one public hearing thereon. The same procedure shall apply for the preparation of any plan of proposed rights-of-way for future streets or highways or the future widening of existing streets or highways or for the reservation of lands for other public purposes.
