The City Council shall cause the necessary survey to be made and there shall be assigned to each house and building located on any street, avenue or highway in the city its separate number, under the uniform system provided for in this subchapter. A map showing all streets, avenues and public ways, as designated and renamed by this subchapter, shall be filed with the City Administrator-Clerk- Treasurer. All streets, avenues and highways laid out and open to public travel, after the effective of this subchapter, shall be named in accordance with the system established by this subchapter.
