(A) Numbers shall be assigned to houses and buildings from Cleveland Street and Main Street as bases and in the following manner. All houses and buildings situated within the first block north of Cleveland Street and all intersecting streets shall be given numbers between 1 and 99 inclusive. Within the second block, numbers between 100 and 199 inclusive shall be used and so on in each succeeding block, and all numbers shall be indicated by adding the name North to the name of the street. In like manner, the numbers 1 and 99 inclusive shall be used in the street south of Cleveland Street on intersecting streets and each succeeding 100 in each succeeding block and the word South shall be added to the street name. On streets intersecting Main Street, numbers between 1 and 99 inclusive shall be used within the first block from Main Street on either side and each succeeding 100 in each succeeding block, with the addition of the word East or West to the street name, as the case may be. Odd numbers shall be used on the west and north sides of the streets and even numbers on the east and south sides respectively.
(B) Street names shall be changed to the following under this subchapter:
(1) Main Street shall be known as Main Street;
(2) Blue Earth Avenue to junction with Township Road between Section 34 and Section 3 shall be known as 100 West Street;
(3) Fifth Street, Huntington Street and Hotchkiss Street shall be known us 200 West Street;
(4) Fourth Street shall be known as 250 West Street;
(5) Third Street and Robertson Street shall be known as 300 West Street;
(6) Second Street and Reynolds Street shall be known as 400 West Street;
(7) First Street shall be known as 500 West Street;
(8) Street running north and south between Auditor’s Lots No. 19 and No. 32 in the south half of the northwest quarter of Section 34 shall be known as 600 West Street;
(9) Seventh Street and Moulton Street shall be known as 100 East Street;
(10) Eighth Street and Welch Street shall be known as 200 East Street;
(11) Ninth Street shall be known as 300 East Street;
(12) East Street shall be known as 400 East Street;
(13) Cleveland Street shall be known as 0 Cleveland Avenue;
(14) Stillman Avenue and Holley Street shall be known as 100 North Avenue;
(15) College Avenue and Goodnow Street shall be known as 200 North Avenue;
(16) Aldrich Avenue and Wallace Street shall be known as 300 North Avenue;
(17) Hall Avenue shall be known as 400 North Avenue;
(18) Muriel Street in Austin’s Addition shall be known as 500 North Avenue;
(19) Clarence Street in Austin’s Addition shall be known as 600 North Avenue;
(20) Stanley Street between Sections 27 and 34 and between Sections 26 and 35 shall be known as 700 North Avenue;
(21) Mill Street shall be known as 100 South Avenue;
(22) Young Street shall be known as 200 South Avenue;
(23) Burt Street shall be known as 300 South Avenue;
(24) Bigelow Street shall be known as 400 Avenue;
(25) Oak Street shall be known as 500 South Avenue;
(26) Township Highway, between Sections 34 and 3, and the public highway, between Sections 35 and 3, also known as State Road Number 109, shall be known as 600 South Avenue.
(C) When blocks of different length occur on opposite sides of the street, the numbers on both sides shall be assigned on the basis of the shorter block, unless the City Council otherwise determines. One number shall be assigned to each 15 feet of frontage, and in blocks longer than 750 feet, which are not intersected by a street, the total length of frontage divided by 50 shall be used to determine the feet of frontage assigned to each number. When any building has more than one door serving occupants, separate numbers shall be assigned to each door, provided the building is 15 feet or more in width. If the building is not 15 feet or more in width and there is more than one door serving separate occupants, the next consecutive number shall be marked fractionally. Buildings fronting on two or more streets shall have numbers assigned only to the main entrance unless other entrances serve different occupants.
(D) Uniform numbering.
(1) Size, location, shape. All owners or occupants of residential, commercial, and industrial structures within the city shall display their assigned address numbers on the outside of their primary structures, near the front door, for emergency purposes. The address number must be located on a primary structure surface facing the public road clearly visible from the road, address numbers shall be no smaller than four inches and colors should be in strong contrast with background.
(2) Obstructions. In those cases where the principal building’s address is obscured from view from the street of address by accessory buildings, trees, shrubbery or other visual obstruction, the numbers shall be displayed on the mailbox in numerals not less than two inches high, of a light reflective material and of a contrasting color to the background. In those cases where the principal building is obscured from the view from the street address and the residence does not have a mailbox, the numbers shall be displayed from a permanent mounting on the property, clearly visible from the street, displayed prominently in numerals not less than four inches high of contrasting color to the background. The post should be within 50 feet of the road and ten feet of the driveway. The bottom of the address sign shall be placed at a height that is no less than four feet above the level of the surface of the road.
(3) Multiple dwelling numbering. It shall be the duty of the owner or manager of every multiple dwelling building containing five or more rental units, and the owner or occupant of every individually owned dwelling unit in any such multiple unit building to properly identify each dwelling unit by attaching identification numbers on or adjacent to each entrance to the individual units. The owner or manager of any multiple dwelling building with common entrances containing five units or more, whether the units are rental or individually owned, shall provide signs easily identifying the location of each dwelling unit in the building. The signs shall be placed in an obvious location inside each entrance to the building as approved by the Fire Chief.
(4) Maintenance. The occupant of the primary structure shall be responsible for keeping its address numbers in good repair and clear of snow, dirt, debris, or other obstructions.
(5) Time for compliance. All owners of primary structures in the city shall comply with this chapter within 45 days. All city licenses, applications, and permits may be withheld from the owners or occupants of primary structures if the address is not placed or maintained in conformance with the chapter.
(6) Violations. Failure to comply with any section of this chapter shall constitute a petty misdemeanor.
