An applicant or licensee shall permit representatives of the Police Department, Health Department, Fire Department, Zoning Department, or other city departments or agencies to inspect the premises of a sexually oriented business except the business office, dressing rooms and other areas not normally accessible to the public for the purpose of insuring compliance with the law, at any time it is occupied or open for business. An inspection of all areas of the premises may be conducted with the permission of the operator, agent or employee, or with an administrative search warrant.
