Following customary budgetary review the City Council shall appropriate funds necessary to implement the Authority’s budget. These funds may come from the city’s General Fund, from or by means expressed in M.S. § 469.107, as it may be amended from time to time, from the transfer of funds, grants, gifts or loans made to the city for the use by the Authority. The Authority shall have the power to expand the budget, grants, gifts or loans for the purposes authorized by the resolution.
