§ 113.035 ON-SALE LIQUOR LICENSES ISSUED TO VETERANS’ ORGANIZATIONS.
   (A)   Pursuant to M.S. Chapter 340A, as it may be amended from time to time, the City Council may grant to qualified veterans’ organizations an on-sale retail liquor license upon their applications, having first made application in accordance with law.
   (B)   Before any such license is granted, the veterans’ organization so requesting the license shall furnish to the city a liquor liability bond or insurance policy by a company licensed to do business in the state, with the coverage specified in M.S. § 340A.409, as it may be amended from time to time.
   (C)   The license shall be granted after application to the City Administrator-Clerk-Treasurer, accompanied by the required fee for the license, which shall be $100 per year. The fee shall be paid into the General Fund of the city. Upon rejection of any application for a license, the City Administrator- Clerk-Treasurer shall refund the amount so paid. All licenses shall expire on the first day of January in each year, provided any portion of the licensing year has lapsed when the application is made, the fee may be reduced pro rata of the regular amount thereof.
   (D)   All establishments holding the on-sale license shall be closed by 12:30 a.m. on each day. No sale of any liquor shall be made on Sunday, nor on Memorial Day between the hours of 1:00 a.m. and 3:00 p.m. There shall be no sale nor consumption of the liquor on the premises holding the license between the hours of 12:00 p.m. and 8:00 a.m. of any day, nor on any primary, general or special election day as aforesaid.
