There is established an Economic Development Authority, hereinafter referred to as the “Authority” which shall consist of members appointed by the City Council from among the residents of freeholders of the city. The Authority shall consist of seven members, two of whom shall be members of the City Council. The members shall be appointed by the City Council. Those appointed shall be appointed for terms of three years.
