(A) All applications for licenses shall be accompanied by a receipt from the City Administrator- Clerk-Treasurer for the required fee for the respective license. All such fees shall be paid into the General Fund of the city. Upon rejection of any application for a license, the City Administrator-Clerk- Treasurer shall refund the amount so paid.
(B) All licenses shall expire on the last day of December in each year; provided any portion of any licensing year has elapsed when the application is made, the fee may be reduced to pro rata of the regular amount thereof.
