Sidewalks shall be constructed on a foundation that has been excavated, shaped and compacted to a firm, uniform bearing surface conforming to the established grade. Unsuitable subgrade soils consisting of soft and/or wet material, including organic matter, shall be removed and replaced with well compacted granular material or other suitable approved material providing the required foundation. Top of the finished subgrade elevation shall be the bottom elevation of the completed sidewalk.
