(A) Abutting or affected property owners may contract for, construct or reconstruct a sidewalk in accordance with this subchapter after approval therefor is given by the City Council.
(B) Sidewalk improvements may be made with or without petition by the methods set forth in the Local Improvement Code of Minnesota Statutes, M.S. §§ 429.011 through 429.111, as they may be amended from time to time.
