Any person owning or controlling premises located beyond the corporate limits of the town and desiring to install a plumbing system for the purpose of discharging domestic sewage and/or industrial waste into the sanitary sewers of the town may do so by complying with the requirements of this subchapter and by paying an additional permit fee and a yearly sewer rental charge to be fixed by the Board of Commissioners.
