(A) The historical heritage of the county is one of its most valued and important assets. Conservation of historic districts and landmarks will stabilize and increase the values in their areas and strengthen the overall economy of the county and state.
(B) By means of listing, regulation and acquisition of historic districts and landmarks, the county, Monroe, Indian Trail, Marshville, Stallings, Waxhaw, Weddington and Wingate seek within their respective zoning jurisdictions:
(1) To safeguard its heritage by preserving any district or landmark therein that embodies important elements of its culture, history, architectural history or prehistory; and
(2) To promote the use and conservation of such district or landmark for the education, pleasure and enrichment of the residents of the county and state as a whole.
