§ 151.03  SCOPE.
   (A)   Pursuant to the authority granted by G.S. § 160A-439, it is the intent of this chapter to provide for the repair, closing or demolition of nonresidential structures as a public necessity caused by conditions that are dangerous to the public health, safety and welfare. This chapter is remedial and shall secure the public health, safety and welfare through structurally sound and safe nonresidential structures which are now in existence or which may be built within the town.
   (B)   This chapter establishes minimum requirements for the initial and continued use of all nonresidential structures and does not replace or modify requirements otherwise established for the construction, repair, demolition, removal, alteration or use of the structure, equipment or facilities contained therein.
   (C)   Every nonresidential structure and the premises on which it is situated shall comply with the provisions of this chapter, whether or not the structure was constructed, altered or repaired before or after the enactment of this chapter, and irrespective of any permits or licenses which have been issued for the use or occupancy of the structure or for the installment or repair of equipment or facilities.
   (D)   The powers conferred by this chapter are in addition to and supplemental to the powers conferred by any other law.
