§ 114.04 ISSUANCE OF CERTIFICATE.

The Board of Commissioners shall have power and it will be its duty to order certain certificates issued or refuse to issue certain certificates or to issue certificates for partial exercise of the rights granted only such certificate such terms and conditions as in its judgement the public convenience (Prior Code, § 114.04) and necessity may require.
