(A)   The following activities are subject to licensure and fees because of their ability to adversely effect the health, welfare and safety of the residents of the city.
   (B)   (1)   Any person carrying on or engaging in the occupation of a peddler, hawker or huckster within the city limits shall pay a daily license fee of $10. Fees may be paid in advance for specified dates.
      (2)   For purposes of this section, the terms “peddler”, “hawker” or “huckster” shall include temporary or roadside stands. City-sanctioned fairs and festivals are exempt from this chapter. Nothing in this chapter shall prevent the delivery and sales to homes of established customers of an established business.
      (3)   A summer seasonal license (April 1 through October 31) may be issued for a fee of $100, in lieu of the $10 daily license fee, for the duration of such summer seasonal license.
