(A)   Any person desiring to procure an annual license for any of the purposes mentioned in this chapter shall apply to the City Collector.
   (B)   The license granted by virtue of this shall be issued for a period of one year and shall begin on October 1 and shall expire on September 30 of each year.
   (C)   All licenses issued by virtue of the provision of this chapter after October 1 of each year shall be prorated for less than one year.
   (D)   Prior to the issuing of any business license under this chapter, the City Collector shall verify that the applicant is in the possession of a retail sales license (if required) and a statement from the state’s Department of Revenue that the applicant owes no tax under RSMo. §§ 144.010 to 144.510 or 143.191 to 143.261.
   (E)   Effective 1-1-2015, prior to the issuing of any license under this chapter, any applicant for such license shall submit to the Director of Code Enforcement proof from the Fire District providing fire protection within the city limits, that all business locations have been inspected by said Fire District, and that the locations comply with all applicable codes related to fire safety. Nothing in this division (E) shall be applicable to home occupations.
