(A) Permit required. No procession or parade, with the exception of the United States Military or the military forces of the state and the forces of the County Police Department and Fire Department, shall occupy, march, or proceed along any street except and in accordance with a permit approved by the Town Council and issued by the Clerk-Treasurer and with those other regulations as are set forth herein which apply.
(B) Definition. For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
PARADE or PROCESSION. Any PARADE, march, ceremony, show, exhibition, pageant, or PROCESSION of any kind, or any similar display, in or upon any street or other public place.
(C) Exemptions. This subchapter shall not apply to:
(1) Funeral processions;
(2) Students going to and from school classes or participating in educational activities, provided this conduct is under the immediate direction and supervision of the proper school authorities; or
(3) A governmental agency acting within the scope of its functions.
