§ 51.17 SERVICES; BILLING AND PAYMENT.
   (A)   Every owner, lessee or occupant of residential buildings shall pay the service rates established by the Town of Winfield. The rates and charges for solid waste services shall be billed on a monthly basis by the Town of Winfield combined with any other applicable Winfield municipal utility charge(s).
   (B)   The following services, fees and charges shall apply:
      (1)   Unlimited collection of recyclables as identified in the collections contract. One container of a size up to 96 gallons shall be provided to each residential customer by the town's Solid Waste Collection Contractor.
      (2)   Collection of non-recyclable refuse. One container of a size up to 96 gallons shall be provided to each residential customer by the town's Solid Waste Collection Contractor. Additional solid waste containers may be requested directly from the town's Solid Waste Collection Contractor at additional cost from said contractor.
      (3)   Solid waste and recyclables collection fee shall be $19.05 per month for each residential customer effective May 1, 2021.
      (4)   As provided by applicable law, as amended from time to time, all rates and charges not paid by the due date of the billing are hereby declared delinquent, and a penalty of 10% of the amount of the unpaid and delinquent rates and charges shall thereon attach thereto.
      (5)   Nonrecurring charges. Non-sufficient funds fee (bad check charge or otherwise dishonored payment) or the charge incurred by the Town of Winfield from its depository bank or third party presentment provider, whichever is greater; $27.50 per occurrence.
