§ 51.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BULK ITEMS. Items exceeding twenty pounds. Items covered include, but are not limited to: couches, mattresses, bookcases, carpeting, and white goods.
   BUSINESS(ES). A structure used for the purchase, sale, barter, or exchange of goods, wares, merchandise, or services, or the maintenance or operation of offices, recreational, agricultural, or amusement enterprises. BUSINESS participation in the town refuse collection program will be voluntary.
   CONSTRUCTION AND DEMOLITION DEBRIS. Rubbish generated by the construction, remodeling, or demolition of buildings or building appurtenances, and including concrete, brick, wood, roofing materials, gypsum board, piping, and building fixtures (such as, cabinets, water closets, windows).
   COUNCIL. The Town Council, acting in its executive or legislative capacity.
   CUSTOMER. The person or persons of a dwelling or household within the town for whom the services provided by the town’s contractor are performed and by whom those services are paid.
   DWELLING or HOUSEHOLD. A building or portion of a building used primarily as a place of abode for one or more persons, including apartment buildings of not more than two DWELLING units, and including trailers and mobile homes, but not including motels and hotels.
   GARBAGE. Putrescible animal and vegetable wastes resulting from the handling, preparation, cooking, and consumption of food.
   GARBAGE CONTAINER. A container made of plastic or metal equipped with suitable handles and tight-fitting covers, and plastic garbage bags or similar receptacles. GARBAGE CONTAINERS shall be water tight and of a type approved by the town and contractor, with a capacity of not less than 20 gallons and not more than 32 gallons, and shall be provided by the household and shall be kept clean, neat, and sanitary at all times. Filled bags may be placed into containers, but no loose refuse shall be placed into containers.
   RECYCLABLE. Includes newspaper and cardboard, magazines, paperboard, white office paper, junk mail (residential mixed paper), telephone books, glass bottles (clear, brown, green), cans (tin, steel, aluminum), and rigid plastic containers (grades 1, 2, 3, 4, 5, 6, and 7).
   RECYCLING CONTAINER. An 18-gallon plastic container provided by the contractor for the placement of discarded recyclables.
   REFUSE. All putrescible and non-putrescible wastes (except human body waste), including garbage, rubbish, and recyclables and yard waste.
   RUBBISH. Limited to non-recyclable putrescible and non-putrescible solid waste, both combustible and non-combustible, including paper, cardboard, bottles, cans (tin, steel, aluminum), glass, bedding, rags, crockery, wood, small amounts of construction debris (not to exceed two cubic yards) cut in four foot lengths and securely bundled, and one large item per week (such as, furniture, appliances).
   SOLID WASTE. Identical to REFUSE as defined herein.
   TOWN. The Town of Winfield, Lake County, Indiana.
   YARD WASTE. Compostible organic waste resulting from the maintenance of lawns, gardens, landscaping, and trees, which includes green clippings, tree branches, hedge trimmings, garden waste, and leaves.
