This chapter shall apply to the construction, placement and modification of all communication facilities, as hereinafter defined, within the Town of Winfield, Lake County, Indiana. No such communication facility shall be constructed, erected, placed, modified or altered within the town unless a special exception and a building permit has first been obtained as required in this subchapter, and such communication facility otherwise complies with the terms and provisions of this chapter.
