(A) Notwithstanding § 32.03, the town shall charge the fees as allowed by I.C. 5-14 et seq., as amended from time to time, that are listed in division (B) below for reproducing its public records. The payment for these records shall be in full and made to the Clerk-Treasurer, prior to the town beginning any reproduction efforts. The town, by its designated personnel, shall estimate costs when these costs are not immediately known, which the requestor of the records shall pay in full and should be able to receive a refund on any unused funds in a reasonable time frame after the reproductions are done.
(B) (1) Photocopies shall be $.10 per page for copies that are not color copies or $.25 per page for color copies; or the actual cost to the town of copying the documents. ACTUAL COST shall mean the cost of paper and the per page cost for use of copying or facsimile equipment and does not include the labor costs or overhead costs.
(2) Copies of tapes of all public meetings shall be $5 per tape.
