§ 155.097 CONSTRUCTION REQUIREMENTS.
   (A)   Storm drains and sewers.
      (1)   Manholes, inlets, and catch basins shall be constructed and installed in accordance with INDOT-SS, subsection 720.
      (2)   Culverts and storm sewers shall be installed in accordance with INDOT-SS, subsection 715.
      (3)   Jacked pipe shall be installed in accordance with INDOT-SS, subsection 717.
      (4)   Arches and pipe arches shall be installed in accordance with INDOT-SS, subsection 717.
   (B)   Sanitary sewers.
      (1)   Manholes shall be constructed and installed in accordance with INDOT-SS, subsection 720.
      (2)   Sanitary sewers shall be installed in accordance with IAC 3-6, Technical Standards for Sanitary Collection Systems.
      (3)   Jacked pipe shall be installed in accordance with INDOT-SS, subsection 717.
   (C)   Water supply.
      (1)   All pipe, valves, and fittings for water supply shall be handled, stored, and installed according to the manufacturer’s instructions when specific standards are not identified. The final water supply installation shall be disinfected in accordance with AWWA specification 0-651.
      (2)   Ductile iron pipe and appurtenances shall be installed in accordance with AWWA specification C-600.
      (3)    Service lines for water supply shall be installed in accordance with AWWA specification C-800.
      (4)   Private wells for water supply shall be disinfected before being placed in service in accordance with AWWA specification C-654.
   (D)   Subgrade preparation.
      (1)   In cut sections, the subgrade shall be prepared in accordance with the applicable paragraphs 207.01 through 207.05 of INDOT-SS, subsection 207.
      (2)   In fill sections, the subgrade shall be prepared in accordance with the applicable paragraph 207.06 of INDOT-SS, subsection 207.
   (E)   Curb and gutter. Integral concrete curbs and concrete curb and gutter shall be constructed in accordance with INDOT-SS, subsection 605.
   (F)   Asphalt pavement. Asphalt or bituminous pavements shall be constructed in accordance with the applicable subsections of INDOT-SS, Section 400.
   (G)   Concrete pavement. Concrete pavement shall be constructed in accordance with the applicable subsections of INDOT-SS, Section 500.
   (H)   Underground utilities.
      (1)   Prior to preparing and seeking inspection on the subgrade, all underground utilities (storm sewer, sanitary sewer, and water main) that fall under, or within five feet of the roadway shall either be installed or a casing pipe placed for future installation of the utility. No placement of utilities as outlined above is permitted by open cut after chemical modification of subbase, permanent stone base, or asphalt base material has been placed.
      (2)   All subdivisions consisting of up to two lots, principal structures, or principal uses shall have underground utility services from the distribution point to the structure.
      (3)   All subdivisions consisting of more than two lots, dwelling units, or structures shall provide both an underground utility distribution network and individual services to each building.
      (4)   All subdivisions shall have utilities installed underground. There shall be no aerial suspension of utility lines.
   (I)   Inspections.
      (1)   The Town Engineer may, when he or she deems necessary, inspect and examine the construction, erection, installation, or building of any public facility, and the Town Engineer may require that samples of materials used or intended to be used in those public facilities be furnished to his or her office for testing purposes. Testing shall be done by a recognized independent testing laboratory, the expense being borne by the contractor.
      (2)   Upon completion of the construction project, notice shall be given to the Zoning Administrator, who shall have the Town Engineer make a final inspection thereof. Upon completion of the final inspection, the Town Engineer will notify the Council whether or not construction has been performed in accordance with the plans and specifications approved by the Commission.
