(A) Easements shall be provided for utilities, sewers, and storm drains. These easements shall generally be located along rear or side lot lines, in which case a minimum width of 30 feet, 15 feet on each side of the lot line, shall be provided. If this type of an easement is contained within a lot, the minimum width shall be 30 feet. Easements shall be laid out so that proper continuity may be had for utilities from block to block and within a block.
(B) Every plat shall contain a statement to the effect that all utility easements as dedicated on the face of the plat shall be kept free of all permanent structures, and the removal of any obstruction by a utility company shall in no way obligate the utility company in damages or to restore the obstruction to its original form.
