§ 31.16 COUNCIL MEETING MINUTES.
   The minutes of the Town Council shall be kept in due form by the Clerk-Treasurer, and his or her signature, together with that of the presiding officer of the Council, shall attest to the same. It shall be the duty of the Clerk-Treasurer to cause the minutes of all the regular and special meetings of the Council to be written up at full length upon the minute book, which book shall be kept for that purpose, and to furnish to the President and to each member of the Council a legible copy thereof within one week after the meeting has been held.
