§ 30.31 ORDINANCE ENACTMENT; MAJORITY VOTE.
   (A)   No ordinance may be passed at the same meeting in which it is introduced unless under suspension of rules, and then only in case there are present and voting at least two-thirds of all members of the Council.
   (B)   A majority vote of all the members of the Council elected or appointed is required to pass an ordinance, unless a greater vote is required by statute.
