The Commission shall consist of seven members as follows.
(A) The Council shall appoint three persons who must be elected or appointed town officials or employees in the town as members.
(B) The President of the Town Council shall appoint four citizen members, of whom no more than two may be of the same political party.
(C) The Council may create and appoint a technical advisory committee or an ad hoc committee at any time to assist the Commission in the performance of its functions and duties.
