§ 111.02 EXEMPTIONS AND EXCLUSIONS.
   This chapter does not apply to the following:
   (A)   Government employees. An authorized employee of the United States, the state, the county, or the town, so long as the employee does not hold himself or herself out for hire and is acting solely within the scope of his or her governmental employment;
   (B)   Public utilities. Construction, maintenance, and development work performed by the employees of public utilities that is incidental to their normal business activities;
   (C)   Owner/occupant. An owner/occupant as defined above in this chapter. For construction of a new residence, he or she must complete an exemption form provided by the Building Administrator. The same owner/occupant may not apply for this exemption again for construction of another new residence within the next five years; or
   (D)   Federal or state law. Any construction, alteration, or repair of improvements located on any site or project where state or federal law supersedes this chapter.
