When the Town Engineer is to plan, design, and budget for a town project to build a new street or widening existing streets, such plan, design, and budget shall include the planting of street trees in the base bid with grass seeding. Plans for the planting or preserving of shade trees are to be approved by the Plan Commission, but are subject to budget limitations imposed by the town legislative body.
