This chapter is intended to:
(A) Improve the appearance of off-street parking areas, vehicular use areas (those areas used by vehicles for passage or parking that are covered by an impervious surface including, but not limited to parking lots, driveways, etc.), and properties abutting public rights of way;
(B) Reduce heating effects of paved surfaces;
(C) Require buffering between differing land uses;
(D) Minimize runoff soil depletion and erosion and helping to reduce flooding;
(E) Lessen the transmission of noise, dust, and glare from one lot to another;
(F) Maintain or improve the unique character of town streets and neighborhoods and to contribute to the general welfare through landscaping.
