Any person who violates any section of this chapter which does not have a specific penalty established for violation of the same shall be subject to the following penalty and fine schedule: the penalty for an initial violation of this section shall be a fine of $40; thereafter, the penalty shall be $100 for a second violation; and thereafter, the penalty shall be $250 for a third, and each subsequent violation occurring within a consecutive 12 month period. Each occurrence shall constitute a separate violation.
