§ 53.04 FEE STRUCTURE.
   For the purposes stated herein, there is hereby assessed a stormwater utility user fee to each stormwater utility customer/user within the corporate limits of the town in an amount as determined below. For any such property, lot, parcel of land, building or premises which contributes directly or indirectly to the stormwater system of the town, such charge shall be based upon the quantity of impervious area situated thereon. All properties having pervious or impervious area within the town will be assigned an equivalent residential unit (ERU), or a multiple thereof, with all properties having impervious area receiving at least one ERU.
   (A)   Six dollars per ERU;
   (B)   Commercial property: Actual number of ERU times ERU rate;
   (C)   Developed residential: $6 (one ERU) per residential unit to be paid commencing on issuance of a building permit for a residence;
   (D)   Platted undeveloped residential lots: $6 (one ERU) for all undeveloped lots titled in name of one common owner;
   (E)   Vacant unplatted agriculture, non-residential, and non-commercial land: $6 (one ERU) per common ownership irrespective of acreage so long as acreage is contiguous;
   (F)   There shall be no exemptions from the application of these fees except for local, state, and federal government owned properties.
