The fee for a returned check or draft is as follows. Any person or firm presenting a check or draft which is returned to the Town of Winfield marked "Unpaid" or "NSF" shall be assessed an additional sum which shall be added to the fee or bill for which the "Unpaid" check or draft was presented. Said charge shall be any protest fee charged to the Town of Winfield and $27.50 or 5% of the face amount of the check or draft, whichever is greater, not to exceed $250.
