If the impounded vehicle has not been reclaimed within 72 hours of the date of its impoundment, the qualified towing contractor shall proceed with appropriate enforcement of its claim against the vehicle owner as provided by state law, including provisions concerning notice to the registered owner, and abandonment of motor vehicles in the state.
