Any towing contractor or garage keeper who desires to perform towing and/or storage services within the town for the amounts set forth in the schedule of towing and storage fees hereinafter established, and files with the town a certificate of insurance naming the town as additional insured with liability limits of not less than $300,000/$500,000 for personal injury and $100,000 for property damage, and receives approval of the Town Council, shall be deemed a qualified person for the purposes of this subchapter. The Clerk-Treasurer shall employ towing contractors and garage keepers pursuant to recommendation and approval of the Town Council.
