Any motor vehicle found upon the streets or highways of the town having charged against the state license registration number of that vehicle an accumulation of four or more offenses may be removed for impoundment in the manner described in this chapter. Should the owner of the vehicle appear to claim same, he or she will be booked for appearance in a court having jurisdiction on all outstanding offenses.
